WHY VIRGINIA NEEDS A
NURSING WORKFORCE CENTER
Virginia is projected to face a shortage of more than 20,000 nurses within the next decade. The national shortage could exceed 500,000 nurses by 2030, worsened by the pandemic’s historic 100,000 nurse reduction.
National estimates are that between 30-50% of new nurses are leaving the profession within 2 years. A centralized, data-driven hub is critical to sustain a stable, empowered workforce.

GOALS
- Collect and analyze workforce data to identify gaps and forecast needs.
- Develop a statewide nursing workforce plan addressing educational capacity, workforce shortages, and policy strategies.
- Coordinate with nursing education, practice, and regulatory leaders to align strategies and build consensus.
- Implement and oversee scholarship, loan repayment, preceptor incentive, and Earn-to-Learn programs.
- Promote diversity and leadership development within the nursing profession.
WHAT WE DO CORE FUNCTIONS OF THE CENTER
DATA & RESEARCH
Collect, analyze, and publish data on supply, demand, workforce demographics, salaries, reasons for leaving, and outmigration.
EDUCATION & WORKFORCE DEVELOPMENT
Partner with nursing schools and employers to expand training capacity, support clinical education, and pilot innovative education models.
POLICY & COLLABORATION
Engage state leaders, healthcare providers, and educators to develop policy strategies and align on workforce solutions.
PUBLIC ENGAGEMENT & OUTREACH
Educate students and the public about nursing careers; promote safe and supportive workplaces.
