VHWDA is excited to partner with The Virginia Department of Medical Assistance Services (DMAS) to oversee the Graduate Medical Education (GME) program for primary care and high-need specialties targeting underserved areas.

VHWDA invites qualifying, Medicaid-enrolled institutions to apply for supplemental payments for new residency slots. Awarded programs will receive quarterly payments for up to four years. This award is subject to approval by the Centers for Medicare and Medicaid Services (CMS). Preference will be given to residency slots in underserved areas serving Medicaid beneficiaries. Applications for post-residency high-need fellowships may also be considered.

Supplemental GME payments for new primary care and high-need specialty residency slots are contingent on funding.  Programs should be aware that the state budget is approved annually.

GME Supplemental Funding

Supplemental Award:  $100,000 annually for up to 4 years. For any residency program at a facility whose Medicaid payments are capped by the Centers for Medicare and Medicaid Services (CMS), the supplemental payments for each qualifying residency shall be $50,000 from the general fund annually minus any Medicare residency payments for which the residency program is eligible.

  • Application for post-residency high-need fellowships may be considered

Funding Terms: Funding will be available for up to four years if the sponsoring institution maintains the total number of residencies, including the new residency. Payments are made quarterly.

TIMELINE

  1. July 1, 2024 – VHWDA makes applications available to Programs and Sponsoring Institutions
  2. August 15, 2024 - Applications are due to VHWDA
  3. September 30, 2024 - VHWDA notifies Programs and Sponsoring Institutions about approval or disapproval of their application(s)
  4. June 1, 2025 - Approved institutions certify to VHWDA that they meet the criteria for supplemental payment and have filled all awarded residency slots
  5. July 1, 2025 - DMAS/VHWDA awards new GME supplemental payments, and residents begin
